NovART Gallery&Sea Hotel in Sumqayit

I had an awful experience at this hotel. After booking a non smoking room, they put me in a smoking one. Went back, complained, they gave me a new room, smoking one again.
The food at the restaurant is low quality, same for the breakfast.
This is one of the places I would never ever return.

I made a reservation because they said there was an airport shuttle, so I called right away, but they said there was no shuttle. I arrived late at night and waited for over an hour to check in. The room wasn't cleaned, there was no water, and there was no hot water. I was charged $60 per night when I booked through Hotels.com. The staff didn't speak English well, and the manager just kept saying he would be back tomorrow. And he said it was a new place and not very organized. But looking at the reviews here, it's the same situation as last year! If you can afford to pay $10 per night, it's worth staying. However, it's hard to find, and it's under construction so it's very dirty. The attached photos show dead flower pots that weren't cleaned up, and the hotel railings are rusty. You can see what it's like.
