Flow in Belgrade

We booked this accomodation because of the jacuzzi and on Booking there's no mention of it not working.
Before going to the room we were asked if we wanted to see the room or we would like to pay. We said we would like to pay as we were obligated to do so anyway because of the Booking site already. When we came to the room and saw the terrace there was no jacuzzi. I went to ask the staff when they can set it up-the man told me there's no jacuzzi as the water would be frozen in it (what makes no sense, it was around 15 Celsius). I asked if we can get a compensation as we booked it because of the jacuzzi as the location is quite far and you need to walk 25 minutes to the closest bus stop. Also this time there's almost nothing open on the island and the area is very dirty and run down.
The man told me we already paid and he cannot give us any money back and they are fully booked. After a call with the manager he offered to give me one bottle of wine. The prices are quite high so this makes no sense, but we didn't want to ruin the trip, although my mood was quite bad already because of this weird interaction.
We came back to our room around 8 and we could hear the hot tub being on in the terrace next to us. (we also saw in the bar a couple dealing with something similar and getting a bottle of wine we were also offered) We were getting quite angry at this point as the smell in the room was very unpleasant, it was the worst in the bathroom, something is very wrong with the ventilation.
My boyfriend went to talk to the staff and surprisingly once a man talked to them and told them this is unacceptable and we can hear the hot tub working in the next room they finally took it seriously and called the manager.
We waited for the manager for half an hour and she had no explanation at all. We asked for our money back again and told them we would like to leave as for half the price of this room we can get a decent hotel in the centre not this overpriced room without the promised facilities in a run down location far from the center.
After some discussion and the very kind waitress translating we got half of our money back in cash-but they asked us to cancel the booking and not to leave any review.
The only nice thing I can say about this place is the staff being very nice and helpful, but otherwise they are liars and as we could see for some "more important clients" they managed to do what was impossible for us. I really don't recommend this place if you don't want to argue and ruin your trip like we did.

A remote, questionable hygiene standards, and incessant, disruptive party atmosphere make this establishment more of a chaotic event space than a restful lodging option. Accommodations are bare-bones and distinctly lacking in refinement or comfort. Best suited for those who thrive in isolated, rough-around-the-edges environments and don't mind non-stop noise and a total absence of tranquility. An apt choice for the hardy adventurer uninterested in rest or cleanliness.

They have nearby music so loud that you cannot sleep. It's like it's in your bed. Extremely loud. Like a concert in your room. So if you want quiet don't stay here! Choose another place! Also it's far away from everything.. Choose wisely!
