Hotel Emocia in Natakhtari

I had reservation today at 6 pm. Apartment with swimming pool inside. I made this reservation month ago. I called to hotel administration to check about reservation and remind them we are really going and if everything is fine and they said everything is okay. When me and my husband arrived on place administrator said that before us there were other guests and Apartment was very dirty. So they had to clean it really very good (and swimming pool too) so it can be a little chlorine smell (which is acceptable because there is always a little chlorine smell near swimming pool nomatter outdoor or indoor pool is). So we went to check this Apartment and water in pool was green! Like really green. We said we can't stay there and asked what they can do about it? Maybe offer another option in this hotel. And administrator did not find anything better , working in big hotel with really a lot of rooms then offer 130 lari cost apartment ( which was in awful condition) with GARDEN. We said no. So I have a question: if guests before us left apartment in really horrible condition, why administrator did not find a minute to check other reservations in this day at this apartment and did not call us?
P.S we made reservation for 3 days at 100$/day apartment + use their restaurant.
