Shagan Olympic Sports Complex was put into operation on December 25, 2009. Located in the Shagan settlement of Baku, the complex was built on an area of ​​3.25 hectares. The main building is two-story. On the first floor of the building are universal sports, wrestling and gym halls, referees' room, locker rooms and other service rooms.
The universal sports hall of the complex (36.9x54.2 m) has the conditions for practicing and holding competitions in football, handball, volleyball, basketball, and the stands in this hall have 630 seats.
The hall intended for wrestling, boxing and other combat sports (36x36 m) has 615 seats for spectators. It is also possible to hold international competitions in mini-football, basketball, volleyball, as well as gymnastics, boxing, and wrestling in the halls of the complex.

The second floor of the building houses a dining room, a conference hall, a doctor's office and other service departments.
In the building where the indoor swimming pool is located, 132 seats are installed around the pool, which is 25 meters long and 12.5 meters wide. The administrative part of the building is two-story. On the second floor there are rooms for coaches and commentators, a chess room, as well as lodges for watching competitions.

A two-story hotel built on the territory of the complex is designed for 25 people. There are 12 standard and one luxury room.

Tennis courts, mini-football and volleyball courts have been created in the open air.

In the territory of the complex, there is an artificial turf stadium (105x68 m) with 1,132 spectators, and a pavilion with all the necessary amenities for athletes, coaches and service personnel.
